It would probably have helped if you had explained what you are actually trying to do when you opened this thread instead of leaving users to guess. i.e. You would have received far better responses if you had said that your aim was to install Windows 11 in a VirtualBox Virtual Machine.
Creating a USB installer is of no help with VirtualBox as it needs either an ISO or physical CD/DVD. ISO is best.
The current release version (6.1.xx) of VirtualBox does not fully support Windows 11 installation and you therefore need to use the same bypass options that work for physical hardware that does not meet the Microsoft's spec.
The easiest way to install (or upgrade to) Windows 11 22H2 is to create a modified Windows 11 ISO installer using a variation of the workaround posted here for upgrading/installing on non-qualifying hardware

1. Create an empty text file and rename it as appraiserres.dll (Take care with the spelling!)
2. Create a copy of the Windows 22H2 installer (ISO) for modification.
3. Use whatever ISO utility you prefer which is capable of editing and rewriting ISOs to examine the copy ISO (e.g. I used Anyburn 'freeware' on Windows

4. Run the ISO 'Editor' as Admin and load the Windows ISO copy: In the Sources Folder find and delete the existing appraiserres.dll file (which initiates the hardware checks); and replace it with the empty file created at Step 1.
5. Save (Write) the modified ISO to disk- you can choose to simply overwrite the existing copy to save space.
Then:
For Upgrades:
- Make sure you have backed up your Windows 11 VM Folder in case you need to recover from any problems.
- Launch your Windows 11 VM; load the modified modified ISO and use Windows Explorer to open the CD Drive and run the setup.exe file
- When you reach the Updates option screen, which asks about checking for updates during the upgrade make sure to choose 'Not for now' option - allowing updates during install will trigger remote hardware checks and a failed upgrade.
- Some users recommend turning off internet access during the upgrade, but I didn't find this to be essential.
- Run Windows Update after the upgrade successfully completes.
For new installations:
- Attach the modified ISO during the Template setup process and launch the VM
- IF you end up in a command shell, type 'Exit' to enter the UEFI Editor screen. Use the options menu to select Launch from the CD Drive and then 'Continue'.
- When you reach the Windows Installer Updates option screen, which asks about checking for updates during the upgrade make sure to choose 'Not for now' option - allowing updates during install will trigger remote hardware checks and a failed upgrade.
- Some users recommend turning off internet access during the upgrade, but I didn't find this to be essential.
- Run Windows Update after the upgrade successfully completes.

However, not all workarounds can be avoided as the VMs will still recognise non-supported Host CPUs.
