Can't copy Win 10 Users folder to Win 11

WIN 11 PRO
I can copy a Win 10 Users folder to my other Win 10 computer but I can't copy it to Win 11. It's connected to the Network because from Win 11 I can open the Users folder. Is there a fix?

I I right click C and also Users, both have advanced sharing permission all checked for Everyone

It may not be a good fix, but, I don't use the network to copy files between my W10 and W11 machines. I simply use a external USB drive or USB dongle. I have never had an issue going either way.
