Can't delete files from SD card in Android Phone from Windows Explorer

I set up and can see my android phone in Windows file explorer. I can list files, see photos. I keep my pics on the SD card in the phone. I can see the photos stored there. I can't delete any files on the SD card.
I can move pics from the SD card camera folder to the camera folder in internal storage. I can delete the file I moved from internal storage.
When I try to delete the same file from the camera folder on the SD card, I get this message:

When I hover on the file I'm trying to delete, I see this (all the files on the Phone SD card show the same message):

An online search of the error indicated Onedrive might need to be reset. Which I did but it made no difference.

I uninstalled Link to Windows on the phone and Phone Link on the PC. Removed the device on both sides. Deleted the Cross Device folder on the PC.
Set it all up again and have the same issue.

Does anybody have a solution or workaround for this issue?

EDIT: Forgot to mention... I can delete files from the SD card in the phone when it is wired via USB without any issue.

The failure messages say that those files are not on your SD card but in the cloud.
I suggest you check which cloud storage apps you have on your phone & disable/uninstall them until the issue is resolved - poss just OneDrive, poss also Google's equivalent [Google Drive?], poss others.

The message would make you think the files are in the cloud but the files are on the SD card. I don't own enough cloud storage to hold all the files on the SD card. I took it out of the phone and put it in a laptop to confirm.
I backed up the SD card, formatted it. I took some pics and moved some files to the SD card, same issue. From Windows Explorer, I can read, write, delete files on the Phone Internal storage. I can read, write but not delete files on the SD card.
As I mess around with it , I'm finding it has something to do with the Cross device service on the PC and the syncing of the Cross device folder in C:/Users/Username/CrossDevice/PhoneName/ folder on the PC. Everything says "Sync pending". Windows seem to treat the phone as cloud storage.
This is what I see when I hover on Connected in Windows Explorer.

When I click Refresh it says Syncing.

But even after it is done syncing, the internal storage folder still says Sync pending.
