Can't figure out how to customize JUST the Windows borders

I have spent way more time on this than I expected to so I'm hoping you guys can help me out. I use trading software and I use multiple windows that are side by side with each other. I'm subscribed to a trading related service and the owner of that service provides a windows program that installs specific themes he created. When choosing his "dark theme" the borders of the windows are black which is more pleasant to the eyes when using many windows side by side. However, it changes the colors of everything else like excel sheets, task manager, browser and so on which is very annoying.

The "grayborders.jpg" attached is the Windows default. The "blackborders.jpg" attached is from his theme. I'm simply trying to figure out how I can adjust the borders on its own. I have tried every setting in Settings, Personalization with no luck. Can anyone help me out with this? I would really appreciate it!

I believe you’ll need to use third party software for anything extensive in relation to visual customisation past what the Personalisation settings offer.

I am not sure that anyone has achieved this nativly.
Can I suggest you try the following search term in Google and check out some of the results?

change border colour site:elevenforum.com

or

customise border colour site:elevenforum.com

You could also try the above replacing elevenforum with tenforums

I don’t think Windows customisation is in anyway a concern of Microsofts these days, not like the older versions.

In case you ever run into this again. Do whichever option applies whether you are using dark mode or light mode.

If you are using dark mode
The active title bar color follows the accent color you choose. If you want it to be very distinguishable, chose an accent color in direct contrast to black, Note though that this will also be the color or your title bar and task bar so choose wisely.
Settings>Personalization>colors
under "choose your mode" select dark
select an accent color
Toggle ON the 2 options located directly under custom colors

To change the color of you inactive windows border, use WinAeroTweaker. Winaero Tweaker
Use Winaero tweaker to assign a border color. However this border color is natively only 1 px in width which is not wide enough to really see,, so also in Winaerotweaker increase the border width and border padding. Because of the active/inactive colors I chose, while I do see the active border a little better, I find the increase in border width affected the visible appearance of the the inactive border more.

If you are using light mode it's a little different
go to settings-personalization- colors.
under 'choose your mode', change it to dark mode (this is temporary and it un-grays the option.)
select an accent color
Toggle ON the 2 options located directly under custom colors
scroll back up to 'choose your mode' change it to CUSTOM
set 'choose your windows default mode' to DARK
set 'choose your app mode' to LIGHT
This makes you accent color stick.

Then use WinaeroTweaker as described above to deal with your inactive titlebar color and width. You have to browse through the options to find both of them. They are clearly defined.
