Can't Format USB Drive

I successfully formatted one of my USB drives, so I know how to do it, but I'm having trouble formatting another one. When I insert the drive, it takes several seconds to appear in "This PC." When it finally does and I right-click on Format, it takes at least a minute for that screen to appear. Every time I run the program, I get different error messages, all ending with "Windows was unable to complete the format". This is a large-capacity USB that I'd like to format and reuse. Can someone please help?

ETA: I just looked in my Device Manager, and it says "Unknown USB Device (Set Address Failed)" if that helps.

What is the USB? Size?
What are you trying to format it as? FAT32, NTFS, or exFAT

It could be damaged, someone will know a program you can check it with.

Do you know or have RUFUS?
Open Rufus, connect your usb drive , select your usb drive and select Non Bootable in Boot selection . Click start.

They are the only settings you need. But as I asked, I am interested in the size and type of the USB drive, please. We get a lot of posts that turn out to be fake drives.

It's a USB thumb drive from HP. I tried to format it as exFAT which was the default. Now it's not even showing up in "This PC." I downloaded Rufus, but it won't let me add anything in the Device box, although I was able to change the Boot selection to non bootable. What am I doing wrong? It says "0 devices found."

What size is it please…

It’s probably busted due to the failed formats.

1. Connect the thumb drive to your computer.

2. Right-click This PC on the desktop and select Manage.

3. Select Disk Management from the left menu.

Can you see the thumbdrive?

No, it's not listed in Computer Disk Management. Only Drive C (my hard drive) is listed. Should I have formatted it using a different system than exFAT? Which one? When I plug it in, I get the little chime sound but a few seconds later I hear it again and a message pops up saying that Windows doesn't recognize the device.

exFAT or NTFS, it shouldn’t of mattered.

Download Minitool. If you can see the USB, right click on it and click "Delete", then right click on it again and click "Create".
Click "Apply"

Recap:
  1. Download Minitool Partition Wizard
  2. Install Minitool
  3. Plug in USB
  4. Open Minitool
  5. Select the USB
  6. Right click "Delete"
  7. Right click "Create
  8. Click Apply
Don't touch the C Drive (y)

It should be listed under both sections - top and bottom?

Check carefully, it may be listed but not have a drive letter assigned (which you can then do if it's listed)?

If it is found, delete the partition then recreate the partition (better than trying to format, especially with USB thumb/flash drives)

With this, and all the above steps, if it's still not found then it's failed (or failing). Thumb/flash drives are comparatively notoriously unreliable and highly expendable, no matter the source, brand, size or cost. Bit extra money is better spent on external USB drive, you can even get smaller sized drives and enclosures separately at low cost.

That's not Minitools Partition Wizard (free version) (that's probably from a paid advert link at the top of your web browser search. You need to add some ad blocker extensions/addons to your browser to stop this)
