Can't Personalize Login Screen

Currently, I have my login screen set to a black background instead of a picture. In Windows 8 and Windows 10, I had the option to choose a solid color (it's called "seafoam" in windows 11 colors). My objective is to change the Windows 11 login screen background color from black to seafoam.

I've tried going to Settings > Personalization > Lock Screen. The option to select picture is grayed out, as per the attached screenshot.

I've tried doing a web search on this issue, and I can't find an answer. How do I resolve this?

There is a message “Some of these settings are managed by your organisation” this is why it is greyed out.

Is it a Work/School PC?

• Open command prompt with admin permissions
  • Open search on your PC or use search on your taskbar and type CMD, right click on CMD and “Open as admin”
• Enter the following one at a time and press enter after each entry.
  • Click on each “reg delete” one at a time copy to your clipboard and then paste into command center (CMD), press enter after each entry.

I’ve numbered them so you can note where you’re up to.

8 - reg delete "HKLM\Software\Policies" /f

9 - reg delete "HKLM\Software\WOW6432Node\Microsoft\Policies" /f

10 - reg delete "HKLM\Software\WOW6432Node\Microsoft\Windows\CurrentVersion\Policies" /f

11 - reg delete "HKLM\Software\WOW6432Node\Microsoft\Windows\CurrentVersion\WindowsStore\WindowsUpdate" /f

• Restart your PC
