Changing the appearance of title bars

I'm new to Windows 11. How do I make my Windows 11 (23H2, build 22631.3447) look like the following (from this page), with nice deep blue title bars?

Mine show that color when the window has the focus, when a different window has the focus the previous window title bar turns light gray.

Checkout Winareo Tweaker as it has a teak for adjusting the size of the Title Bar in Win 11.

Open the Settings app and go to Personalization > Colors, and choose an accent color that matches the shade of blue that you want. At the bottom of that same page, turn on the option to "Show accent color on title bars and windows borders".
