is there a way you can make cpu run at higher GHZ while setting it to reduce speed if it goes over 90 c

If you are going to overclock CPU its best to have good cooling.

there is thermal protection if it hits a certain temp it will reduce i am wondering will that let the ghz run higher until it hits that

CPU will lower its clock speed when over heating, but if you're pushing the CPU that won't help lower temperature.

in real life chances are i will never go over 50 percent usage so that is why i am wondering

I'm unconvinced that letting the CPU go into thermal throttling often is an acceptable idea.

If I wished to overclock the CPU, I'd want to have cooling that is good enough to avoid throttling. I might have to wear noise cancelling headphones to block the fan noise, though. ;-)

i mean to say that letting is thermal throttle at 80 degrees while letting proccesor go faster unit it hits 80

I'm with you bobkn.

I'm using Intel recommended settings highlighted in the Intel chart below with my 13900K. At full load the CPU runs at 80 degrees Celsius well below 100 degrees. It never thermal throttles.

Note Intel are going to release a microcode update for Raptor Lake CPUs tweaking I understand the eTVB settings.

I think you can accomplish your purpose by setting the thermal limit in the BIOS.

However, the articles I've seen on that were aimed at cooling, not overclocking.
