Cutting & Pasting not working

After upgrading to Windows 11 cutting & Pasting doesn't seem to work properly.

I have a couple of sub folders within a folder and I want to cut a photo/document from one folder to one of the sub folders. What happens I sslect the file I want to cut , click the cut icon, open the subfolder and right click and the the folder just closes and I don't have an option or chance to paste. If I open the destination folded and use ctrl V the file is pasted but shouldn't the right click & paste option be available? Any thoughts on this and how to resolve?

I've always out of habit used the context menu for both

But yes either should work or even keyboard shortcuts for both.

I have got rid of the win11 context menu so no icons, i use the context menu right click and that works fine
