I think there is a slight delay when I click, not sure if it's normal? It's only like 1 second delay but still.

I suppose it's not really 1 second but more like 0.5

Have you tried another mouse? Sometimes mouse switches get a little funky.

Another possibility is high CPU usage. You can use the built in performance monitors or try something like Process Explorer from Sys Internals to see what's going on.

I haven't tried another mouse yet, I will once I get my hands on one though and cpu is usually very low

Make sure you have the latest Chipset/USB drivers. I literally get a mouse lags when updating them.

if this is a wifi mouse please try moving the wifi mouse transmitter to another USB port.
see if that gives you any improvement.

Anther thought for a bluetooth mouse is changing the battery... weak batteries can cause issues.

Is it plugged into the computer using a USB port?

If so, put it in a different USB port.

try running a Clean Boot. If this works, you can leave it this way,
Or if you want to find out why, you can add one or more Services or Start Up items until the behavior returns, then you will know the culprit.
