Solved Deleting $RECICLE.BIN from within Linux

I have an external HDD which is formatted as NFTS so it contains $RECICLE.BIN folder.

I'm no longer using Windows but I'm keeping the HDD formatted as NTFS in case I need it on some other computer.
Problem is that the recycle bin folder is not empty, there are files that were deleted in Windows but I want to delete them for good (to empty recycle bin) from Linux to free up disk space.

There are suggestions that all it takes is to permanently delete $RECICLE.BIN folder, with:
rmdir '$RECICLE.BIN' or rm -r '$RECICLE.BIN'

2 questions:

1) how safe it is for file system to do this, to delete the $RECICLE.BIN folder?
2) are files that were moved to recycle bin deleted from disk by this action or are they moved back to file system?

If I remember correctly, you can also do it the other way around.
If the question you ask is... "If I were to ask the other guy, which is the door to heaven, what would he say...

If you asked the truth teller: He would point to the "h*ll door", so you take the... opposite door.
If you asked the liar: He would point to the "h*ll door", so you still take the other door.

I say answer to this question lies in trick question that must reveal which one is truth teller because both of them won't answer the same way since one is good and other is evil.

My solution works just as well.

If you ask angel (not knowing he is angel, he will say the demon will say the gate to hell).

If you ask a demon, he knows the angel will say the right one so he lies and says opposite i.e. gate to hell.

So in both cases you choose opposite.

It works both ways... you can ask for the heaven door or the hell door... and from the answer, you'll know which door to go through.

Criminal: If I were to ask the other guy, which is the gate, path, door, road, etc., to <good or bad option>, what would he say?

The rest works out the same.
