I'm wondering if there is a Slideshow glitch going on somewhere! 🤷‍♂️

Try this:
In Windows Paint, create an image that matches your screen resolution in size, in the color you desire, save it to Pictures...,
then set your background to Picture, and Browse for the one you created.

My lock screen changes to solid black when there is a Cumulative Update... I have it set to one of my pictures.

It could be due to Windows stored Personalization settings.

Click on Start then click on Settings
Click on Accounts then click on Windows backup
Switch off the option "Remember my preferences"
Reboot
Then try to change your desktop background again and see if it still changes on its own.

You can turn it back on after you’re sure it’s working. Then hopefully Microsoft will update your Personalization preference.

You could alternatively maybe just uncheck Personalization.

All of mine are set with a check mark and I still lose my Lock screen personal picture. It's easy enough to reset, but it may be a pain for others.

If you read my post properly I advised to uncheck either all or just personalization. For the time being. For the reason that it may be resorting to a previous saved state. As a suggestion.
