DirectX 9 problem

Hello I have problem with DirectX. I'm using windows 11

Yesterday I wanted to play old game (The Sims 2). First I ecountered a problem with installation of two expansion packs it said "This app has been blocked for your protection" but it was easy to solve. When I wanted to run the game i got information that "graphic card working on DirectX 9.0c not found". I've read on google that new windows doesn't have old DirectX files installed so I downloaded them from Microsoft page and installed but it looks like the system can't see them.

I tried every possible "fix ur the sims 2" tutorials but the problem is that all of them don't have DirectX problems, just glitches while playing. I read an article which said that one of "recent" windows 11 updates caused some DirectX 9 problems. But it was published on May 2022 so the update problem should be already fixed right?

I'm pretty desperate to make it work because i bought CD drive just to play this game and as for me it cost quite a fortune

Assuming you downloaded the DX9 runtime installer from here Download DirectX End-User Runtimes (June 2010) from Official Microsoft Download Center, you may need to also enable Direct Play.
Programs and Features > Turn Windows Features on or Off > Legacy Components > tick Direct Play.

I tried it as well. Still i get same problem
