Is it possible by any means to disable these tooltip popups, or increase the amount of time it takes to pop up? I open notepad constantly for a quick jot and this infernal settings button invariably makes me adjust myself to close notepad because if I naturally just go upwards to hit the X this damn thing blocks my click almost every time.
I'm aware of all the other notepad tools you're about to mention, and this isn't the only place this sort of thing occurs, this is just the most common for me personally and the easiest of all to illustrate the issue I'm having.

Weird. I don't have the problem. Don't know if you have Home or Pro. I run the release version of Pro.
Probably a stupid suggestion but it looks like you might have dragged the edges of notepad to the edges of your screen. Do you get a double ended arrow by hovering on outside edge. If so drag it to make window smaller. Does that make a difference in whether or not you can see the X to close.

Notepad could be corrupted. Try repairing it. Settings-Apps-Installed apps-Notepad-click 3 dots-advanced options-repair.
If that doesn't help, then try resetting it.

I'm on Pro. The issue is present regardless of the position of the window. It just looks a bit off because I used Alt+PrntSc to screenshot just the focused window instead of the entire screen, and the tooltip is obviously a product of something other than Notepad (likely explorer) so it got cut off at the border of the window due to the selective screenshot.

Are you sure you're looking at "MouseHoverTime" ?

Mine is set to 400 by default.
"MouseSensitivity" is set to 10
"MouseThreshold2" is also set to 10 by default.

Another thing to check would be your actual mouse settings. Maybe something in there?

If absolutely nothing else works, you can do an In-Place upgrade which will fix all Windows problems, but leave your programs and files, untouched.

Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free

Get the Windows 11 ISO image and save it to your desktop...

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

I had changed the right one, but your screen shot revealed that your entry was REG_SZ (right click in the registry key > new > string) and somehow mine was set as a REG_DWORD (right click > new > DWORD (32-Bit) Value) which was the cause of my alterations of the value not being reflected in the behavior. I deleted my entry, made a new one with the correct (REG_SZ) and increased the value to 10000 and upon restarting my pc the tooltip no longer appears! You're my hero 😁

Hi, I registered just to THANK YOU for this!
I added a REG_SZ, set it to 4000, and the annoying tooltip is gone!
somehow mine was set as a REG_DWORD as well as the OP, maybe because i upgraded from Windows 10, dunno, but now it' gone and THANK YOU again.

DITTO, I registered just to say thank you as well!

I have been on a search for this fix since I first installed Win11 Pro in November '22. I had made the changes to the hover time, but I glossed over and did not see the DWORD vs REG_SZ. Made the change to REG_SZ and rebooted to find it was exactly what I needed to do! This will save me so much frustration!

Thank you Defuse and Ghot!
