If you want to disable the UWP apps functinality (and free the memory consumed by app subsystem all the time), add the follwing to the registry:

Code:
Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\ApplicationFrameHost.exe]
"Debugger"="c:\\Windows\\System32\\rundll32.exe"

After this all "modern apps" stop working, including the Settings. You still can manage updates via Windows Update Manager Releases · DavidXanatos/wumgr

K..., what are we trying to accomplish here? Create a Non-Windows 11 OS?

Even I gotta admit, this is going too far!!! :eyeroll:
Well, of all the modern apps I use only the Settings, and that is not needed once the system is set up, except for updates. And WUMGR is far superior than this (scans for updates faster, shows more available driver updates, can be used to disable updates or unexpected reboots).
