DISM failing with error code 0x800f0915.

I am completely lost on what to do. Nothing else is working and /scannow and DISM are both failing. I have attached the DISM log. Somebody please help.

1) Do this command: sfc /scannow
2) Enable .NET Framework 3.5: Go to Control Panel -> Programs -> Turn Windows features on or off.
Check .NET Framework 3.5 (includes .NET 2.0 and 3.0) and click OK.
3) Retry the DISM command.
