Does opened apps beyond the 16 apps shown in the task bar actually has the attention getting when needed?

Not sure exactly what the feature is called but with Windows 10, the taskbar meaning the things on the left of the System tray for pin apps and opened apps had a scrollbar which is no longer in Windows 11. With the default medium sized icons for the taskbar, it seems to only fit 16 things as seen below. I know when the app needs attention, it will blink I believe orange but is that only for the apps that can be seen on the taskbar or will other open apps that are not shown automatically
replace one of the icons?

I think it's an oversight/glitch. I had to close some other apps to get the hidden ones to show.

If you move the taskbar alignment to the left you'll get more space for the icons.

Hard to tell because I did post about this in feedback hub ever since the first dev build which I think is .51 but there had never been any form of response from Microsoft here:

So I thought just like the small icons thing, because of the smartphone thing, they also dropped that feature. The thing is I can't tell which apps would do that orange blinking thing to get attention since I can tell the last icon on the right will always update to whatever app you are focusing on.

If you move the taskbar alignment to the left you'll get more space for the icons.
That will only work for a few more icons similar to changing taskbar icon size, even with Windows 10 - the only way to get space for icons is to change the display scaling from the default of 250% to something lower which in my case was 225% before the scrolling bars that @Edwin mentioned would show up again. So I am sure if I changed to 200%, it will give even more space but being this is a 15" monitor and it's 4K 3840x2160 UHD, the text after a certain amount of scaling will get too small to be legible.

Update:
I just tried it and using the Default Medium sized taskbar icons as the Small sized no longer works correctly, 16 is still the limit at 225% scaling.
