This is a strictly gaming PC connected to an LG CX and Earc to receiver, same way i have my Xbox connected which works fine
I have to go to the windows settings and enable atmos each time because it sets it to another speaker mode

After enabling it works fine at least until i reboot

Atmos is over HDMI connected to RTX 3080

Is there a solution?

I encountered this issue a couple of weeks ago. At boot it would change my sound from Realtek speakers to my hdmi monitor speakers, but before I had time to troubleshoot it, it went away. I attributed it to a windows update. I also had a bios update during that time. What build are you on? I'm on release 22000.708. Last update that installed was KB5014019

Here's the way my sound is set up. See if it makes any difference if you change your Atmos to look like my Realtek by clicking on the arrow over to the right. Then do the same on any other sound devices you have by making them look like my Benq LCD. Hope it works for you.

Your setup is so far advanced to anything I've ever used, I'm not the best one to give advice. We have a few audiophiles, videophiles, and gamers here. Hopefully one will step in. One other maybe off the wall suggestion. This is an assumption, mind you, but I'm assuming the LG CX has drivers and firmware updates on the LG site. Have you verified you are up to date.

Its pretty basic IMO, just the TV connected to the GPU with the receiver connected over Earc HDMI

I have gotten the LG drivers, but i havent checked recently, ill give that a go

I don't have a solution, but I have had the same issue with Dolby Atmos even back to Windows 10. My sound is connected from an NVIDIA GPU HDMI to an AV receiver.

1. When I update the NVIDIA drivers and at other random times that I haven't figured out, the speaker configuration will change itself from Dolby Atmos to Stereo. I have gotten used to checking the setting prior to playing games or listening for the output to be lower than expected.
2. Another issue I have encountered is even though the sound is set at 100%, the actual output level is more like 25%. I can tell because when using the speaker test function the little bar that goes up and down with each sound will only go up to about 25%. Sometimes I can fix it by changing speaker configuration to something else and then back to Dolby Atmos and at other times only a reboot will work.

Do you have the app on your PC ?
I know you mentioned you have it set up through a receiver and earc i am curious would using the app enable the atmos to reset itself.
I have Atmos for the PC and on my tv and soundbar but the ATMOS app may help you unlock the issue

Windows requires installation of the Dolby Access app from the Microsoft Store in order to enable the Dolby Atmos setting. That isn't a skippable step.

I get what you are saying ,Have you updated everything i used to get the same once in a while and have to turn it back on via app.
So i've read you may need to power cycle the devices like unplug them and run a power off and on to the receiver and plug it back in How to Fix HDMI ARC Issues! The Ultimate Guide

I would suggest this as well and possibly changing hdmi cables too.

The Dolby Access app is extremely bare bones. I'm guessing it only exists to provide a license. Within the app there is no update feature, no version number, and if you go to settings it just says that "settings are not available for Dolby Atmos for home theater."

I'm not the OP xboxhaxorz, but since this behavior has existed for me since I had Windows 10 I would say I have power cycled devices over a thousand times.

My HDMI cable between my PC and AV receiver is currently a Monoprice 8K HDMI 2.1 / 48Gbps.

I believe my AV receiver only supports ARC (not eARC), but I don't think that Audio Return Channel is relevant to this situation as the PC is the output and the AV receiver is the input. I don't know what benefit my PC would get from being fed back an audio signal.

It is possible that Windows identifying my receiver as "AV Receiver" and not a specific model is an issue but I don't know how to correct that.

Have you tried Bluetooth through the PC can your Receiver do that ?
If so the Bluetooth should recognize it regardless of model.

You only need the sound, The HDMI can give the picture signal you're just redirecting the sound only not the video
