This tutorial will show you how to download an official Windows Server or Windows 11 64-bit or ARM64 ISO file from Microsoft.

Microsoft provides ISO files for Windows Server and Windows 11 to download. You can use these ISO files to clean install or in-place upgrade Windows 11.

The Flight Hub can also help you keep updated on which Windows 11 builds have an ISO available.

Leaving the Use the recommended options for this PC box checked will have the Media Creation Tool download an ISO that's the same language, edition, and architecture as the current PC.

Windows_11_MCT-4.png

6 Select the Language and Edition you want for the ISO file, and click/tap on Next. (see screenshot below)

The Windows 11 option includes both the Home and Pro editions. The product key you enter during installation (Windows Setup) is what determines which edition gets installed.

Your digital license or product key determines if Home or Pro gets installed during Windows Setup.

If you skip entering a product key during Windows Setup, then you will be prompted to select to install the Home or Pro edition.

No, I just click on "Recover my PC" and it should open a menu with all the options, instead it just reboots.

Edit:
B.T.W.
Shift + F10 works just fine. That is not the issue.
The reboot instead of the "Recover my PC menu" is the bug. 😵‍💫🤷‍♂️

F.Y.I.
Given that the MCT ISO 26200,8457 has a problem, on 5/18/2026 I created one from uup-dump with the latest build 26200.8514 and that one works as expected.
When I click on Repair my PC it opens the menus below as it should. I can go to Command Prompt and start Diskpart or whatever command I need.
With the MS MCT 26200.8457 none of that works, it just reboots to the main OS. 😵‍💫🤬🤷‍♂️

I think I found the difference between the installation media 26200.8457 created by MCT versus the one obtained from uup-dump.
Microsoft made a change to eliminate this menu "Choose your keyboard layout" from WinRE. By doing that they added a bug in the flow, and they ended up skipping the other UI menus and rebooting the main OS. The 26200.8457 ISO created from uup-dump does not include that change and it is still working as it used to. This menu is still present on the one created from uup-dump, but not anymore on the MCT one.

It is in pe I made from boot.wim.

I deleted the sources folder from boot.wim because I dont want all those setup files and replaced it with sources\recovery folder from winre.wim.

I set up a hotkey to switch from desktop to recenve.exe and vice versa

I have the same problem. I tested it in a Hyper-V virtual machine.

This doesn't work:

Windows 11 installation ISO created by MCT:

Version : 10.0.26200

This works:

Download Windows 11 Disk Image (ISO) for x64 devices:

Version : 10.0.26200
ServicePack Build : 8037

Yes, the old one 26200.8037 does not have that problem, only MCT 26200.8457 has the change that added the bug.

the winre.wim in my iso is shown below
26200.8514 is the one I got from uup-dump and that works fine because it does not have the change and the bug added in MCT 26200.8457.

en-us_windows_11_consumer_editions_version_25h2_updated_may_2026_x64_dvd_ceef8999.iso

the above iso for 26200.8457 has winre 26100.8455

I mounted Winre.wim from both the MCT ISO and Consumer Editions (May 2026).

After running a PS script to compare the filenames, file versions and hashes; the contents of both WinRE's are identical. So whatever is broken is above the WIM level.

Maybe I am not correctly understanding what the difficulty is, but I just created an ISO with the MCT of 26200.8457 and made no changes whatsoever to it. I was able to manually perform a clean install of Windows using that image, with no difficulties getting a command prompt during installation. I also performed a 100% unattended installation using that same image and that worked flawlessly as well.

Am I simply misunderstanding the issue?

Maybe I am not correctly understanding what the difficulty is, but I just created an ISO with the MCT of 26200.8457 and made no changes whatsoever to it. I was able to manually perform a clean install of Windows using that image, with no difficulties getting a command prompt during installation. I also performed a 100% unattended installation using that same image and that worked flawlessly as well.

Am I simply misunderstanding the issue?
Same here, I used this ISO to re-install windows recently

The point is you can use the install media to boot into Recovery mode (Repair), and not if a manual or unattended install worked or not.

With the MS MCT 26200.8457 none of that works, it just reboots to the main OS
. 😵‍💫🤬🤷‍♂️

What happens witn the mct 26200.8457 if you shift+f10 for cmd prompt then type x:\sources\recovery\recenve.exe

does that get the blue menu

Can you open a command prompt using the following method?

When you reach the "Select setup option" screen, select "Repair my PC" > "Next" > "Choose your keyboard layout" > "Troubleshoot" > "Command Prompt".

I think he means "repair my pc" does not go to the blue menu with recovery options, it just reboots.

which is why it worth seeing if he can get the blue menu to appear by
shift+f10 for cmd prompt then type x:\sources\recovery\recenve.exe
