What do you think? Or should i have only Windows 11 or only Linux with Windows 11 VM inside Linux (KVM, Oracle VirtualBox)?

I suggest you go with the VM that way you won't have to reboot to access the other (Win) OS.

A. i use Zorin Pro 18 OS which is Ubuntu based system and use VirtualBox to install Windows 10 22H2
once Windows 10 is installed withing VB i can then use a Rufus made USB stick to upgrade
Windows 10 to Windows 11 25H2 and the us Windows from VirtualBox
B. you can do the same in reverse have Windows installed and use VB to run Linux
C. or you can duel boot which can be a bit of a pain restarting into the other OS
you will have to decide which way you would prefer to use your system.
