I accidentally reset my edge and lost all my saved favourites, so I did a restore using the instructions here but it only restored about 5%. Is there not a list of sync/restore points I can use?

When one resets Edge, it specifically tells you what you will lose by resetting. The reason not all of your favorites were restored is because you were not previously syncing any/all of your Edge data.

If one is not syncing his Edge, he can manually restore a backed up (exported) copy of his favorites OR he can restore his favorites from a system image (if he has one). Mount the image and copy the following file
C:\Users\(YourUsername)\AppData\Local\Microsoft\Edge\User Data\Default\Bookmarks.file

I always periodically backup (export) my favourites manually. Being a Microsoft product, I wouldn't trust Edge to restore everything, especially non-Microsoft related stuff. anything. Examples of Edge anti-outside-world behaviour ....
- synching between installations/accounts : Edge only synchs major Microsoft preferred settings. Anything outside the box and/or non-Microsoft is not synched and has to be done manually, again!
- add-ins : anything that does not conform to Microsoft requirements/preferences needs manual intervention. E.g. extension/add-on DuckDuckGo Search & Tracker Protection changes the default search engine. Even though this can be done manually, Edge will not turn on this extension without user intervention. Not included in synching
- major updates revert most Microsoft favoured settings back to default, including Edge being default web browser and pdf reader (recent KB5089573 classic example)

The list goes on ... it's just not worth the effort
