I'm myself a Google workspace and an administrator on a Microsoft Outlook tenant, (So the IT part...) Even with the highest privileges I can't remove or impersonate a user so I think, as TairikuOkami said your employers uses the cancel send functionality

Did the discussion turns well ?.
