Fake email account no longer works setting up Win 11 Home

I tried on my laptop, on which the Win 11 installation was having some intermittent problems because of malware or something.
I have done this multiple times, just by typing a fake email and password. Usually Install would give up and allow me to set up a local account.
Not this time. It kept giving me the "Incorrect email or password" message, eventually forcing me to enter a Captcha as well.
I had turned off the wi-fi on the laptop prior to starting the installation, so it did not detect any networks, yet kept asking for a valid username/password.

I know Microsoft has promised to enforce this requirement for Pro also, but apparently they closed this loophole before doing that.

I used the latest Insider ISO from Microsoft, (22533, I think).
Eventually, I gave up, turned on the wi-fi, and entered my Microsoft username and password, and it completed the install without further complaint.

This state of affairs begs the question: How do I set up a PC for someone without them giving me the keys to their Microsoft account? Do I ask them to drop by personally, and enter this info?

Shame on you, Microsoft.

It worked in setting up my new Notebook back in Oct. with Win10 Pro in Airplane Mode followed same day with the Upgrade to Win11 Pro. I posted about an article where the 'trick' works with Pro but not with Home but it's coming that even Pro will not be able to work around that.

On Oct. 6th 2021, I did an In-Place upgrade from a clean and tight Windows 10 Home, to Win 11 Home, with a local/admin account. It worked, without internet. My Win 11 is local/admin.

Have you tried repeating fake email a few times with different fakes. That worked - it gave up eventually.

"Technically" that is what we are "supposed" to do when we set up a computer for another user. The new user should be the one to go thru OOBE and accept the license agreement. They can enter their own details.

I have an unused account use for family. Anyone else I set up for I just get them a free gmail account if they don't have one.
If they already have an email (even if it is AOL) I will use it.

Good advice. But what if they want additional software installed?

Hi there
Not possible if the other user is 15,000 KM away -- say on holiday in New Zealand or wherever and you want to "do a kind deed" and set up the computer for that user so it's ready when arriving back home.

Use a non-Microsoft domain account during setup, otherwise you'll keep getting the same error. For example, use [email protected] or some domain not owned by Microsoft. In that case, Microsoft wouldn't be able to verify the account details. Don't use [email protected] or [email protected] or [email protected].

Sometimes, pressing the back button during setup will allow you to use a local account instead.
