File History can't Restore To different directory

Hi, this worked fine on Windows 10 but is not working correctly when I got a new Win 11 system a few months ago. I use File History to back up critical files every hour or so so I can restore them easily (in addition to regular backups and periodic backup disk images). These backup files are stored on a thumb drive.

In situations where I need this, I want to diff the existing version to the backup, so don't want to simply overwrite the existing file. Used to simply restore it to Desktop.

If I right-click a file in Explorer and select "Restore previous versions", I get the dialog, then select the appropriate backup version, then click the right arrow next to Restore, then select "Restore To...", Windows presents the dialog to Select Folder. I select Desktop from the left frame, click Select Folder, then... nothing happens! There is no progress indicator, and no copy of that file in the Desktop folder.

Troubleshoot attempt 1: After going through this, if I click the Restore button in the dialog, I get a warning message that I'm about to overwrite the existing file. So it's not a combo where one should select Restore To... to set the directory, then click the Restore button.

Troubleshoot attempt 2: If I select a regular directory instead, like c:\temp, no backup file appears there either.

Troubleshoot attempt 3: If I rename the existing file, say foo.c, in the current directory to foo.new, then click the Restore button, I get a new dialog, from which I select "Replace the file in the destination", then the backup version of that file is indeed restored with as foo.c.

Am I missing something here? If it is a bug, can anyone suggest how to report it? In particular, if this is now open source and under git like Terminal is? (A google search of git "file history" only gives me... git's file history). Thanks!
