I managed to fix the main problem but a real DOGS DINNER - I went back and installed a CLEAN W10 version -- base install no apps other than Ms standard ones -- then added languages -- worked perfectly 100% on W10 -- and then did W10>W11 upgrade.
Now I can install any set languages at will.
Did it first on a VM to test the procedure -- 100% OK.
If I can do this stuff what's up with the QC dept at Ms. !!!!
What a "DA----AAAWGS Dinner of a mess Ms".
I won't mark as solved as this is a get around -- I'm sure many won't want to install W10 clean and upgrade -- but I wasn't going to give up on this.
