For the DirectXUserGlobalSettings registry key, you can set the following options for it:
HighPerfAdapter=10DE&2684&89321043;VRROptimizeEnable=0;AutoHDREnable=1;SwapEffectUpgradeEnable=1
I obtained the VEN&DEV&SUBSYS values for the "HighPerfAdapter" option by going to:
Device Manager > Display Adapters > "GPUNAME" > Properties > Details > Property > Hardware Ids
Is there some wmic wizardry I can use to have the VEN&DEV&SUBSYS values entered automatically for any GPU configuration? Or perhaps another method?

Here is the full key in the script as of now.
reg add "HKCU\Software\Microsoft\DirectX\UserGpuPreferences" /v "DirectXUserGlobalSettings" /t REG_SZ /d "HighPerfAdapter=10DE&2684&89321043;VRROptimizeEnable=0;AutoHDREnable=1;SwapEffectUpgradeEnable=1" /f

Glad you got to the right guy who speaks your language. We have only a handful here as advanced as @garlin is in this particular area of expertise. They get into conversations so foreign to me that my mind boggles. Much respect to anyone who understands it.

Most definitely. I came across tweak guides that had those shell scripting methods and it really saves time when setting up a machine. It skips a step that the user doesnt have to add their own hardware IDs for the tweaks and applys them automatically. Very cool stuff. Theres a couple other things Im interested in trying and want to learn from him, like querying ram amount and applying tweaks based off the amount of ram on the machine without having to manually add it.
