Reading the article, it seems like its throttling itself hard on the clocks, which would explain the lower performance.

So might be a device issue. These are brand new units so I expect bios updates and the like to start rolling out to resolve some of these issues.

I read over the reddit thread and it seems they are only on pre release drivers as they got it early.

Seems like a badly titled article for clicks.

It's also a new "type" of CPU.
It may take a few revamps before they get the bugs worked out.

So this is why 24H2 builds were pulled from Release Preview, as I suspected.
