Hello everyone,

I recently restarted my pc with windows 11 pro, and it suddenly popped up with a repair screen that fails after a minute or two and says "Your device ran into a problem and couldn't be repaired.". After that I can access the recovery screen, and from there I can boot info Safe Mode just fine.
After that, I've tried dozens of things to try to make my pc boot normally again. I've tried resetting my bios, updating drivers in device manager, disabling devices and trying to boot again, uninstalling GPU drivers with DDU, disabling all except microsoft services and trying to "Clean Boot", disabling all startup apps, running "sfc /scannow" where the first time it said it repaired corrupted files but it didn't help and I've tried chkdsk multiple times to no help.

The final thing I've tried multiple times, is "dism /online /cleanup-image /restorehealth ", but it returns with error "0x800f0915" aka "The repair content could not be found anywhere.". I've tried multiple ways to get dism /restorehealth to work, including downloading a windows 11 ISO of my exact windows version (Windows 11 Pro 25H2 26200.9457) and using that to run dism, but I still get error "0x800f0915". I've heard from many websites that I can use windows update to help with my issue and to get the newest dism or to use windows update to fix my issue outright, but since I can only boot into safe mode, I can't do that.

I am at a loss, and been at this for hours and hours on seperate days. I would vastly prefer to not reset my pc, since I have configured everything in the exact way I like. Thankfully, there has been no data loss as well. I believe, that since I can still boot into safe mode (I am writing this message from safe mode on that pc), that this can be repaired somehow.

Can anyone help?

Have you disconnected all peripherals except for mouse, keyboard and display? If that doesn't work, I would disconnect all non OS drives.

Unfortunately, an In-Place Upgrade won't run in Safe Mode.

I would suggest copying your personal files off your system to a USB drive.

Boot from a rescue disk, and restore from a recent backup.

Hopefully, you have both.

Something you can try since Windows loads and functions in Safe mode without issue. Go into MSConfig (win key+R and type msconfig) then under the services tab check hide all Microsoft services, then disable all your 3rd party app services, reboot and see if Windows will load. If it does try enabling your apps a couple at a time and rebooting to see which one of those is causing the issue.

Edit: just saw you may have gone the MSConfig services route already, sorry.
