Laws of physics:

Peeled orange density is higher than water as it is mostly water but has solids denser than water so average density is slightly greater than water, so it sinks.

Unpeeled orange traps gases liberated as it grows, and the amount trapped is enough to expand the orange to point where average density is sightly lower than water, so it floats. When an orange is peeled, trapped gases are released.
