Has anybody ever used Logger.exe or API Monitor ?

I am looking for a Windows equivalent of the Linux strace command. For the non-Linux adepts, basically strace is a command that can run an executable and print out all the system calls the executable makes. This invaluable program has helped me out countless times on Linux. On Windows, we have Process Monitor of course, but that does not have an option to start a specified program, and it is mainly targeting I/O. I've read about Logger.exe being somewhat comparable with strace. It is said to be part of WinDbg or Windows SDK but I have installed both and there is no Logger.exe to be found (it does not help that I cannot open the containing folder for lack of permission so I need to use an admin dos box to poke around 😣)
And then there is API Monitor which looks like what I want but it seems to be real old, latest version is from 2013. I remember trying it in the distant past without much result.
Any ideas ?
