How can I program a keyboard key to increase and decrease sound volume?

Is there a program in Windows 11 that can do this?

I would prefer not to have any program running in the background to be able to do this.

One button for increase. One to decrease.

Well, there obviously is a keystroke for this. This is a somewhat aging Microsoft Comfort Curve Keyboard 2000 that I've used for many years. It somehow manages to send all those keystrokes with no add-on software.

You may need a 3rd party keystroke translator to do the deed if your keyboard doesn't offer the keys. Some keyboards have dual-use function keys with volume controls as the shifted function.

An issue can exist when programming keys to different functions is they can be reset to default use with any Version Upgrade or Build update to them.

I use Microsoft keyboards, fairly generic but they do have the multi-media keys but just in a row, not stylized like the picture posted. Many brands include the keys.

Yes, you can use SharpKeys for that. It will write it to the Registry so next time you re-boot it will work, without any program running in the background.

Most pcs have a volume up/down setting on function keys. Sometimes you have to press the FN key as well as function key.

It probably would of been somewhat helpful if you mentioned what keyboard you are using.

As mentioned, most all keyboards have media keys.
Alternatively you could try Scancode Map.

Scancode Map does not run in the background. It's a tool used to create and apply keyboard remappings, but it doesn't require continuous background operation. It's often used to modify the registry, and the changes are permanent until manually reverted, so it's not a running service.

Here's a more detailed explanation:

Scancode Map as a Tool:
Scancode Map is a utility that helps users remap keyboard keys by modifying the registry.
Remapping is Permanent:
Once the remappings are applied through Scancode Map, they are usually permanent and will remain active unless they are manually removed or reverted.
No Background Operation:
Unlike tools like Microsoft PowerToys, which require background operation to apply keyboard remappings, Scancode Map doesn't need to be running in the background for its changes to take effect.
Registry Modification:
Scancode Map works by directly modifying the Windows registry, which stores system configuration settings, including keyboard mappings.

I made this tutorial to show how to use Scancode Map to disable the CapsLock key, but it should give you the general idea.
You can infact assign Media Keys with Scancode Map.

What I am not aware of (I am not at my PC) is if Scancode Map also allows you to assign the key you change to work with the Function Key, meaning if you change a particular key to Volume Up/Down, that key will, from then on, only function as the Volume Up/Down key. At least until you remove the mapping.

After installing Scancode Map

Start Scancode Map

Click on Add

In the From Scroll down to Caps Lock

In the To Select Disable

Click OK, click Apply

Click OK

heres an autohotkey script. CTRL+UP (arrow) increases volume by 2 at a time. CTRL+DOWN (arrown) decreases volume by 2 at a time (can press and hold to min/max)

It seems to me a traditional way in which the mouse wheel is used is preferable.
Or in any player there are Keyboard shortcuts.
Or buy an inexpensive keyboard with multimedia keys.

Why not to buy a keyboard with it? They start at $10 or USB Volume Controller, ultimately speakers with a remote or headphones.

I use the Microsoft Comfort Curve Keyboard, I bought several about ten years ago and have been using them since. I've actually worn the number labels off one of them, but it still works. I have noticed that after two or three years of pretty heavy use I occasionally get a key that stops responding. However, I've found that simply taking the back off and wiping the PCB and membrane with Isopropyl alcohol and putting it back together that all is well again. The curve is just right for comfortable typing, and it has a nice assortment of special function keys, including the volume and playback key group.

If you only want this with a particular media player, then you can configure it from application options. For example in Media Player Classic (MPC-HC) by default, up arrow increases volume, down arrow decreases volume, left arrow goes a few seconds back, right arrow goes a few seconds forward. Similarly for VLC.
