I kind of like the popups. When MS changes a bunch of stuff, I can figure out what the (new) stuff... is.
No, I can't resize my Folder Options window. This is just Paint Shop Pro 7.04 trickery.

It doesn't work for the ribbon bar, unfortunately. It seems to just work for the drives, folders and files.
I don't see anything in Winaero Tweaker concerning this either. Maybe Explorer Patcher?

Explorer Patcher has tweaks for all kinds of things in File Explorer.
WinSetView, is supposed to Apply to all Folders, things that Folder Options can't seem to... Apply to all Folders.
Think of yourself as Indiana Firas: Raiders of the Lost File Explorer.
Make a fresh backup before you start your journey into the unknown. ^^

That doesn't actually stop the popups. It just makes them take a lot longer to... popup.
So it "seems" like they're stopped.
I just set mine to 10000 and rebooted. It now takes the popup in the original post about 15 seconds to... popup.
So, 20,000 should take it about 30 seconds to popup.
My times may be slightly off. I used the 1001, 1002, 1003... method.
With stopwatch... a setting of 10,000 gives a 20 second delay.
LOL. Leave it to MS to make a 10000 setting be 20 seconds and not 10 seconds.
Ghot: [takes off lab coat and says]
"Whew, rough day in the ol' R&D lab. Yo Fabler, let's hit the pub, I'm buying".
