How to disable this popup ?

This stupid Edge popup appears when I try to change audio level - even when Edge is not open

System/ notifications section
Scroll to the very bottom and uncheck both boxes recommended apps/...

I don't have anything called recommended apps at system/notifications.

Everything in notifications is turned off.

I had this stupid popup when I first upgraded to 11 and managed to get rid of it somehow, but I reset Edge today and it came back.

I reset Edge to try and solve a problem that turned out to be an extension conflict, so it may be a setting in Edge. I set Hardware Media Key Handling in flags to disabled, to no avail.
