How to get programs to respect the integrity of the taskbar?

I'm sure this has been asked, and likely answered, before, but I'm not really sure how to search for it, so, my apologies.

How can I get programs to respect the integrity of the task bar? Meaning, when I resize apps, they will overlap with the taskbar. This annoys me, I want the taskbar to essentially be a hard stop, 'thou shall not pass' circumstance.

I'm not quite understanding "when I resize apps, they will overlap with the taskbar". Can you give us a screenshot of what you're talking about?

I have used Quick Launch since its inception, but so far, it's not available without a third party utility, so at this point, I pin my most used apps to the Taskbar:

Note that those apps that are open have a small line underneath, while those not in use don't. If you look at the Snipping Tool, you will see that it has a longer line . . . that means it's my "currently in use" app/utility.

I'm not sure if this is what you're talking about, but when I resized Skype, it didn't overlap with the taskbar.

If shortcut for program is pinned to taskbar, right click on program shortcut, in right click menu right click again on the program name listed for the shortcut, select properties, under "run" choose "normal window". (If shortcut for the program is on your desktop, right click on icon, select properties.)

Open the app and drag the edges of the window to fit the screen or whatever size you want it to be but stopping the bottom edge above the taskbar. Each time you open that app it should be that same size (unless you at some point resize it)

I find it much easier to 'hide the taskbar' until I hover over it which leaves all open windows behind it and gives me more screen space. You can change your taskbar behavior by going to settings-personalization-taskbar-taskbar behavior.
