This thread started with a question about a dual boot PC (Windows & Linux) where the clock changes by an exact number of hours. There is no "sync" problem other than a disagreement over the effective Time Zone. The answer to this problem has been confirmed for years.

If you don't have a dual boot PC, then you have a different clock issue. Is your clock drifting by a few minutes, or more than that? If you're using "Set time zone automatically", check if Windows has a correct idea of your geographic location. You might try a different timeserver like "pool.ntp.org".

The REGISTRY ENTRY given above work perfectly on both PCs I have tried it. I have two more to go. Reason for dual-boot? Ubuntu, with evolution email, and LibreOffice is much easier to use for most of my work. However, I have some clients that require my reports in real Adobe Acrobat (I use Studio Pro for Ubuntu) and real MS PowerPoint. I buy refurbished PCs with Win 11 preloaded and add Ubuntu 24.04 and dual-boot works just fine.

Linux defaults to saving the UTC time to BIOS. Windows uses local time so when an user views the BIOS screen, the time is what the user would expect. Therefore the weird shift on the current hour.

The reg key allows Windows to switch between Windows or Linux's method for saving the BIOS time.

I need to fiddle around with all of this. For some unknown reason, the Manjaro boot (a choice from F11 on an MSI motherboard-MSI MPG Z590) failed. I've been backing up both Win11 and Manjaro Arch Linux with Macrium Reflect. I'm ditching all my backups and will reinstall both operating systems from scratch....sigh (how many millions of hours have I done this).
I'll be using Android in the interim. Meanwhile, could someone post each reported time from their version of Linux and Win11 on their dual-boot systems.

I did 3 clean Windows installations, one of them an upgrade from Win10. All OOBE without a Microsoft account, but that doesn't account for Microsoft's Win11 OS tying our interactions to itself in many ways. Nevertheless, only a very few boots correctly reported AM/PM time formats in the bottom right-hand taskbar. All previous (years, months) Win11OS installations each booted to displayed times that were several to many hours different. All Win11 installations were based from a correctly timed BIOS. All had Time Zone: (UTC-07:00) Mountain Time (US & Canada) with Region: United States. As well, each had the following Time settings on: 1. Set time zone automatically, 2. Adjust for daylight saving time automatically, 3. Set time automaticcally. 4. Show time and date in the System tray.

My answer to myself all along is to simply right-click the time>Adjust date and time>click 'Sync now'.

UPDATE: Force Windows to write BIOS time using UTC.

Side effect is your BIOS time isn't displayed as local time, but dual-booting won't cause time problems.
