Solved How to Shutdown 'First Boot' Set up of Windows 11

It likely does. I made a mistatement. Let me explain, when I did what you said, it opened about 15 CMD windows. The keyboard did not work in the topmost CMD window. However I later learned that if you close all but the first, the first window works properly.

So it turns out the easiest way to do this is a few steps.

1. OPEN CMD

I forget where I found how how to do this (and will correct this omission when I have more time) but basically you boot into CMD. Then a maybe 15 CMD windows open. Close all except the original one. Then type in the commands as explained here --

2. BOOT INTO ADVANCED OPTIONS


3. SHUTDOWN PC

One of the advanced options is simply to shutdown the PC>

I'm not a fan of a dirty shutdown either, but within setup when just sitting at the start of OOBE, the system is not doing anything so it's perfectly fine there. It's not like in a full Windows environment where all kinds of background processes are running.

But the idea of booting into Audit mode is still most appealing to me.
I must have done literally over a hundred "dirty" shutdowns at oobe stage by pressing power off. As you say, nothing else is going on and I have never had an issue.
