can I skin Windows 11 to look like XP?

Windows 11 can be made to look remarkably like Windows XP, although you cannot turn it into XP internally. You can reproduce most of the XP-era appearance:

Given your previous
Windows 11 servicing/DISM problems, I would
not start by replacing system DLLs or using an all-in-one "Windows XP transformation pack". Those packages can modify protected Windows components and make servicing considerably more complicated.
