You might want to change the title of your thread...

Why? :-)

Can you edit the title as you put 11 when you meant XP. I will ask ChatGPT for a solution as I find her very helpful. Have you considered running Windows XP as a virtual machine? I do but it does not have internet access.

can I skin Windows 11 to look like XP?

Yes. Windows 11 can be made to look remarkably like Windows XP, although you cannot turn it into XP internally. You can reproduce most of the XP-era appearance:

  • Luna-style Start menu and taskbar
  • XP-style Start button
  • Classic two-column Start menu
  • XP-style window borders and title bars
  • Blue/olive/silver Luna themes
  • XP icons
  • XP-style Explorer toolbar
  • Classic context menus
  • XP-style system sounds
  • XP wallpaper and login/lock-screen appearance
The main limitation is that some modern Windows 11 elements—particularly parts of Settings, UWP/modern dialogs, notifications and certain Explorer interfaces—cannot be completely replaced without fairly invasive third-party modifications.

The practical way to do it

For Windows 11 25H2, I'd use a combination such as:

1. StartAllBack
Probably the easiest way to restore a genuinely classic Windows interface. It can provide a Windows 7/XP-like Start menu, taskbar behaviour, Explorer changes, and classic context menus.

2. Open-Shell
Free and very configurable. It can reproduce the classic XP Start menu particularly well, including the familiar two-column arrangement.

3. Windhawk
Useful for deeper taskbar/Explorer modifications. It has community-developed mods for things Microsoft no longer exposes through normal settings.

4. XP visual assets
XP icons, Luna-style visual elements, wallpapers and sounds can be installed separately.

There is also a more extreme route using SecureUxTheme + third-party XP/Luna themes, which can make the actual window chrome look much closer to XP rather than merely making the Start menu classic.

One important point for your machine

Given your previous Windows 11 servicing/DISM problems, I would not start by replacing system DLLs or using an all-in-one "Windows XP transformation pack". Those packages can modify protected Windows components and make servicing considerably more complicated.

I'd build the appearance in layers:

StartAllBack/Open-Shell → classic Explorer → XP icons/sounds → Luna theme → optional Windhawk refinements.

That gives you an XP appearance while leaving the underlying Windows 11 installation substantially intact and reversible.

If your objective is "I want to sit down at the PC and genuinely feel that I'm using XP", rather than merely making the Start menu old-fashioned, I can identify the closest current Windows 11 XP/Luna setup and exactly which components to install.

I think you need to assess & state your requirements more precisely.
- Do you want a specific behaviour, that you recall from XP, in respect of one specific application?
- Or "everything from the login screen to taskbar" do you want all XP functions back the way they were? This requires XP itself.
- Or do you really want a visual impersonation of XP's user interface?

Here it looks as if it's done with 2 programs - RetroBar and OpenShell.

However, I suspect that leaves window frames untouched from what I can see at a glance.. so could be just a useful starter...

Good luck!

Install Windows XP on a virtual machine and then use Customizer God to extract the Windows XP system icons from the appropriate system files. Also copy the wallpapers and screensavers from the appropriate folders. Install Open Shell in Windows 11 and configure it to make the start button and start menu look exactly like Windows XP. I don't remember if it also can make the Taskbar look like Windows XP. Modify the respective system files in Windows 11 and replace the default flat icons with the respective icons from Windows XP. That's as close as it gets. I have used Customizer God to make Windows 11 look like Windows 7. More details tomorrow since it's past my bed time and I should be sleeping. Take your time to install Windows XP on the virtual machine and I will give you details how to extract the icons.

PS: If Customizer God doesn't run on Windows XP, copy the system files to a folder in Windows 11 and extract the icons from there.
