I'm sure you have but just mentioning it for the record to check the bios for a fail-safe default.
BIOS's have suspend modes as well so look at that closely and turn it off.

A Google search shows others have had this problem as well but I have not scoured them to see what fix there were.

t NEVER freezes when the computer is in use. only when i stop moving the mouse and keyboard OR locking the computer via Win +

So I did the following:
swapped out my RAM with new ones -> still freezes
swapped out my video card with another one -> still freezes
updated BIOS -> still freezes
my next step is to swap out the NVMe and Motherboard

reporting back:

The problem persisted even with clean boot. so i went ahead and did the following:
1. replaced SSD -> still freezes
2. replaced motherboard -> still freezes
3. used a new install of windows -> still freezes
interesting thing here is when i boot into linux ubuntu, it does not freeze.

Linux uses entirely different power management than Windows. How long did you run Linux before assuming the problem did not exist in Linux?

I'm going to throw ideas out here. Other users please jump in and correct me if my reasoning is off. Surely, together we can get to the bottom of this.

You've swapped mobo, ram, GPU, and SSD leaving only original CPU and power supply. Yes, it could also be either one of those components. Not as likely, but could be.

Regarding ram. Is the ram you are using on the mobo's list of supported ram for that mobo?

Regarding GPU, is replacement GPU the same model or similar model that uses the same driver?

You've clean installed Windows. I'm assuming you are doing all this testing on a bare metal install, overclocking still turned off and no added 3rd party apps. Correct? Not even the GPU software? (ie Nvidia Control Panel or GeForce Experience) or ICUE if you have a Corsair PS.

Since it never freezes when in use and the problem exists only when power management kicks in using high performance plan, next test with the ultimate plan. If you do not see this plan you can enable it. It does use more juice, though.. How to Enable the Ultimate Performance Power Plan in Windows 10

Are you getting your chipset drivers directly from the mobo manufacturer site?

Does reliability monitor give any clues? Search> reliability>select reliability monitor from search results? How about event viewer?

After all that, I'm out of ideas other than contacting your mobo manufacturer for support. Good luck.

It turned out to be the "Global C state" setting in my BIOS. it was def a power management issue so I turned off the Global C state in BIOS and now the computer functions without issue!

I'm with you, Wynona, I've never heard of it either, and it ain't anywhere on my PC.
I was just gonna say "turn the dang thing OFF, when you're not using it".
All these PC's, laptops and tablets that we use (even cell phones) are made with the cheapest Hobby Grade components, and are not meant to run constantly, 24x7. And, unknown to most users, Windows has built in housekeeping that can only be done during a Power Off Reset.
That's kind of a holdover from the big Mainframe computers that had to be shut down every night, even if only for a few minutes. It was called Bouncing the System.

Since day one, 43 years ago, when I'm not actively using my PC, it goes OFF. And, if there is a lightning storm passing through the area, it goes OFF.

stupid optane drives.
Mine is equipped for one but won't ever have one installed. When I first got this PC I thought "Oh, I need one of those" but when I started reading about it, it scared me off. I couldn't understand all that smoke and mirrors. When Intel abandoned the optane business, I was glad I didn't install one.

I was given an HP Laptop, with an Optane drive. What a POS,,, not just the Optane NVMe drive, but also the laptop.
After working with it for a while, I thought I had a winner, and then it developed a twitch that I could not fix or deal with.*

* When I'd click on one desktop icon, to run a program, it would run the one next to it. And if I'd try to move an icon, it would move several at the same time. I tried plugging in different drives, with different OS's on them, but the laptop acted the same. It's scheduled for total destruction!
I'll pull everything that's removable and the rest goes in the trash.
Too bad, because it does have a nice display.
I won't pay to ship it, but I'll hand it over to anyone who wants it.
