Solved I have a Surface Pro 7 that doesn't want to update past 22H2

Background:

So, I recently picked up two Surfaces from eBay, and they both give me quite different Windows update experiences:

SURFACE PRO 5

Surprisingly, the first and cheapest came with Windows 11 Pro pre-installed. After I performed a hard reset and made it my own, it flawlessly updated to 23H2.

SURFACE PRO 7

Now, we have the device on which Windows 11 is officially supported. I went through the same process of performing a hard reset and setting it up with my Microsoft account. All seemed to be going well. Accept that it has only upgraded as far as 22H2 and now insists that there are no further updates.

What is going on? On both devices, I re-installed Windows 11 from the device. Could doing the reinstall from the cloud yield a different result with the Pro 7?

You should be able to install the enablement package below to manually update to 23H2.
