This is my current build and I'm trying to upgrade with the iso download from Microsoft which is

When I run the setup file it does not give me the option of keeping files or folders only keep nothing

Are you using the same language/locale as your installed version? If your install is not EN-US then using the ISO will cause the problem you have. Like with mine I can't use EN-US ISO, just English International.
I see you are in Australia - perhaps you need the International version.

The value in this key can be modified, a reboot is a must prior to a re-install.
I believe Geo-location should be off as well. (Settings/Privacy &.../Location)
