Do I need to install Intel GNA Scoring Accelerator, Intel Serial IO Drivers and Intel Dynamic Tuning Technology or should I skip them?

I would suggest installing all of these. The Serial IO is typically used by devices such as a touchpad or touch screen so it may be necessary to support certain hardware in your system. The Intel Dynamic Tuning Technology controls power between CPU graphics and discrete graphics for better performance and battery life. GNA Scoring Accelerator is for a low power neural coprocessor.

I see thanks so since I don't have a touchpad, touch screen or a battery as this is not a laptop but a desktop then it's obvious I don't need to install Intel Serial IO Drivers and Intel Dynamic Tuning Technology (correct?) as for GNA Scoring Accelerator do I actually need it?

You do as you wish, but my personal opinion is this: Why would you not want to install all the drivers to make your system properly support all hardware in your system? It makes no sense to me, but if your personal preference is to not install all drivers for your system, go for it.

I just don't see the point in installing drivers for things I won't be using or for things my PC doesn't even have.

That's fine, but I would want my WHOLE computer to operate properly because not having proper drivers can lead to who knows what kinds of problems.

But if you prefer to simply leave off random drivers, then why even ask about them?

NOTE: The reference to touchpad and touchscreen were only examples of things that use the Serial IO interface. Since you have neither, then clearly something else uses Serial IO in your system.

I just don't see the point in installing drivers for things I won't be using or for things my PC doesn't even have.
But how do you know that your PC isn't using these things, or needs to? The point has been well made that all suitable drivers should be loaded for better performance and non-weirdness in your OS. The Serial IO driver especially is important because it assists with communication between things on the motherboard, like your temperatures, speeds and whatnot.

Leaving drivers out can cause problems down the line that can be hard to diagnose, but you do you. I just don't recommend leaving them uninstalled.
