Disk formatting and partition seems good. Cloned one disk but it is not bootable on another device.

Worked fine for me. What exactly did you do ? To avoid disk sig clash use os migration

I think you should not use "clone" to create a boot-able copy. I think it is "OS Migration" or System Migration" that produces what we usually call a "clone".
Not sure , though, so "google" the question. I thought it strange when I first used it too.

if you have the source and the clone online windows will change the disk sig which has consequences. Using os migration avoids those potential difficulties
