Is it possible to have an accent colour on titlebars but not window borders?

Some of my application windows look a little plain without colour (like Vim and CopyQ, for example) but when I set an accent colour it appears on active window borders as well, which is a bit too distracting.

Is more granular control of these colours possible? I see this registry key which suggests that it might be:

First, turn on Show accent color on title bars and windows borders. Next, you can change the color of inactive windows' title bars and borders.
As an optional bonus, you could also decide to find the hexadecimal value of whichever the color you want, by opening some screenshot or other image in the MS Paint app. Use the app to zoom in on a pixel that has the exact color you want, press
I to select the color picker tool, and then click on the pixel. Doing this will change the foreground color selection to the color of that pixel. So, next, you will be able to select and copy the hexadecimal value that appears after the hash symbol (#) in the top right box of the window panel that opens when you click on this icon:

@hdmi Thanks. I suppose that registry is called that as they re-used the same one from earlier versions of Windows. I should be able to export those two entries to make it quicker to setup new Windows installations. Cheers.
