I found an old cartoon series I used to watch when I was a kid but as you may expect the resolution is very poor and I wish if there is a way to upscale the quality ? I am currently using potplayer with madvr what is your recommendations ?

A bad quality video is going to be a bad quality video no matter what player you use. If you're thinking about how they enhance pictures and videos in tv shows and movies, forget it. It's pure fantasy.
