Is this normal (cpu temp)

I am not sure where is the correct place to ask
I have MSI Sword 17 HX B14VGKG with the latest bios and even with a little undervolt
i7 14700HX,RTX 4070

Windows have 3 power options

This is all while playing games(for example Wuthering Waves)
When I use Efficiency,the cpu clock speed never goes above 3.2ghz and the cpu temp rarely goes above 72c
At Balanced,the speed never goes above 4.5ghz but the cpu temp is very often between 80-85
At Performance,the speed can go as high as possible(5.5ghz)and the temp is very often above 85c

The weird thing is,if I set the power mode from performance to Efficiency,the temp very quickly drops by 15-20c(like in seconds)
Is the temp reading actually correct
Currently on idle(the game is running in the background)the temp is 57-59c but as soon I switch to it,in seconds it jumps to over 75c
The game speed is limited to 60fps(no framegen)and the gpu is almost in idle mode

Basically anything that makes the cpu to run at 5.5ghz,the temp jumps really fast

Those temps may be fine for the cpu itself but that high temp is also heating up everything else in the laptop little by little and I don't like that

I find them reasonable when playing games. Use cooling pad with large fans to keep it cool. Avoid placing it directly on the desk and never on your lap or the couch.

Ideally, your CPU temperature should be around 60 to 70 degrees Celsius (140 to 158 degrees Fahrenheit) when running essential apps and around 40 to 45 degrees Celsius (104 to 113 degrees Fahrenheit) when sitting idle. Moreover, the safe CPU temperature range for gaming is roughly 70 to 80 degrees Celcius. If your CPU is regularly shooting above these temperature ranges, you need to clean your PC, improve the cooling system, and re-apply thermal paste.

For example it stays at 55c and then I try to open youtube
It jumps to 82c and then back to 55

When CPU handles tasks the temp will go up and go down when CPU not busy.

What CPU do you have? Google its specs to see the temperature threshold. Mine for example is 105 degrees Celsius. If it reaches that temperature then it slows down automatically to a crawl to protect itself. My 3.7GHz was running at 1.4GHz, nightmare. At about 85 it suffers but doesn't die.

this way the CPU is running at its stock speed without turbo boost.

Using Registry Editor, go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\be337238-0d82-4146-a960-4f3749d470c7 and select Attributes. Modify the value of "Attributes" from 1 to 2. Data should read “0x00000002 (2)”. This will uncover a hidden power option.

After that, go back in the Power Plan Options, Advanced settings and a new tab "Processor Performance Boost Mode" will appear. Set it to Disable and click Apply. Also, make sure your max processor state is at 100%. The CPU will now run on the stock frequency.

Just a note that current Ryzen processors (especially Ryzen 7000 and newer) automatically boost clock speeds until they hit their power limit or their thermal limit of 95°C so high temp under load is expected and safe by design.

Based on the specs you've provided, and the fact that this is a laptop, your temps are fine. Nothing to worry about.

Just keep it on the cooling pad when gaming.

But such a big jump for 5 seconds

I know that,this makes the cpu max speed even lower than Efficiency code and obviously everything runs slower
There is barely any difference between no turbo and Efficiency mode with turbo mode enabled

You can also disable very complex visual effects in the game or lower the graphics from ultra to high or from high to medium. This should make the CPU work less and keep it cooler.
