Hello Windows Insiders, today we are releasing Windows 11 Insider Preview Build 22621.891 and Build 22623.891 (KB5020040) to the Beta Channel.
  • Build 22623.891= New features rolling out.
  • Build 22621.891 = New features off by default.

KB5018863 Enablement Package for Windows 11 22H2 build 22623.xxx


REMINDER: Insiders who were previously on Build 22622 will automatically get moved to Build 22623 via an enablement package. The enablement package artificially increments the build number for the update with new features getting rolled out and turned on to make it easier to differentiate from devices with the update with features off by default. This approach is being used for the Beta Channel only and is not indicative of any changes or plans for final feature rollouts.

Insiders who landed in the group with new features turned off by default (Build 22621.xxxx) can check for updates and choose to install the update that will have features rolling out (Build 22623.xxx).

What’s new in Build 22623.891

Task Manager Improvements


We have a set of Task Manager improvements rolling out with this build.


Filter processes: We are bringing process filtering to Task Manager. This is the top feature request from our users to filter/search for processes. You can filter either using the binary name, PID or publisher name. The filter algorithm matches the context keyword with all possible matches and displays them on the current page. The filter is also applied as you switch between pages. You can also use the keyboard shortcut ALT + F to focus on the filter box. This is a helpful feature if you want to single out a process or a group of processes and want to take action or just monitor the performance of the filtered processes.

The new search box at the top of Task Manager allows you to filter Binary name, PID or Publisher name.


Better theme support: We have added the ability to use your preferred theme in Task Manager regardless of the active theme in Windows. You can set it in the setting page in Task Manager.


You can set your preferred theme specifically for Task Manager regardless of your chosen Windows theme.


Task Manager now also supports themes for in-app dialogs. All dialog except for “Run new task” and Properties dialog now support themes and will adhere to either app specific theme or Windows theme.

In-app dialogs such as selecting columns on the Details page will show in the selected theme for Task Manager.


Improved Efficiency mode dialog: We are making it easy for you to apply Efficiency mode and offering the ability to opt-out of the confirmation dialog. You can make changes on the Efficiency mode dialog box by unchecking “Don’t ask me again” or you can enable/disable it the settings for Task Manager.



You can now opt out of seeing future confirmation dialogs when turning on Efficiency mode.

Changes and Improvements in Build 22623.891

[Input]

  • We have made improvements to Emoji search for Japanese and Simplified Chinese by handling Kana/Kanji and Pinyin properly in the emoji panel.
Fixes in Build 22623.891

[Taskbar & System Tray]

  • When using the bottom right edge gesture to see Quick Settings, the taskbar should no longer get stuck in the expanded state (instead of dismissing to collapsed state).
  • Fixed an issue causing the do not disturb icon to disappear while in do not disturb mode.
  • The new show hidden icons flyout’s animation should now be consistent with other taskbar flyouts.
  • The show hidden icons flyout background color should now align with your accent color if “Show accent color on Start and taskbar” is enabled in Settings > Personalization > Colors.
  • Fixed multiple explorer.exe crashes impacting taskbar performance.
Fixes for BOTH Build 22621.891 & Build 22623.891
  • New! You can back up applicable settings to your Microsoft account. You can also sync these settings on any Windows device and in Microsoft Office.
  • We fixed an issue that affected File Explorer. It failed to localize folders.
  • We fixed an issue that affected the CopyFile function. It might have sometimes returned error 317: ERROR_MR_MID_NOT_FOUND.
  • We fixed an issue that affected process creation. It failed to create security audits for it and other related audit events.
  • We fixed an issue that affected printing in landscape mode in Microsoft Edge. The print output was incorrect. This issue occurred when you used Microsoft Defender Application Guard.
  • We fixed an issue that affected Microsoft Defender when it was not the primary antivirus. Microsoft Defender failed to turn off passive mode. This issue occurred when you turn off Smart App Control (SAC).
  • We added .wcx to the list of Dangerous Extensions that some app control policies do not allow.
  • We fixed an issue that affected a computer account. Use of non-standard characters can stop the cleanup of the Out of Box Experience (OOBE) accounts.
  • We fixed an issue that affected the Windows Firewall service. It did not start when you turned on the Override block rules option.
  • We fixed an issue that might have affected applications that run on the Windows Lock Down Policy (WLDP). They might have stopped working.
Known issues

[General]

  • We’re looking into reports that audio stopped working for some Insiders in recent Beta Channel builds.
[Taskbar & System Tray]
  • The taskbar sometimes flashes when transitioning between desktop posture and tablet posture.
  • The taskbar takes longer than expected to transition to the touch-optimized version when switching between desktop posture and tablet posture.
[Task Manager]
  • [NEW] Filtering by publisher name does not match correctly on the Processes page.
  • [NEW] Some services may not show in the Services page after filtering is applied.
  • [NEW] If a new process is starting while a filter is set, then that process may appear for a split second in the filtered list.
  • [NEW] The delete key and tooltip are not working on the filter input box.
  • [NEW] Some dialogs may not render in the correct theme when applied from Task Manager Settings page.
  • [NEW] The data content area of the Processes page may flash once when theme changes are applied in the Task Manager Settings page.
  • [NEW] There’s an issue we’re investigating where Task Manager isn’t displaying light and dark content correctly, leading to unreadable text. This happens when you have your mode in Settings > Personalization > Colors set to Custom – as a workaround for the time being, please switch it to Light or Dark.
About the Beta Channel

The Beta Channel will be the place we preview experiences that are closer to what we will ship to our general customers. Because the Dev and Beta Channels represent parallel development paths from our engineers, there may be cases where features and experiences show up in the Beta Channel first. However, this does not mean every feature we try out in the Beta Channel will ship. We encourage Insiders to read this blog post that outlines the ways we’ll try things out with Insiders in both the Dev and Beta Channels.

Check on your Beta Build, it is supposed to be the same feature id, unless it has some other prerequisite like the Web Experience Pack App. Or another hidden feature. 😎

As I suspected, I found out why I still cannot get the new Widgets menu on build 22621.891 even if the feature id:38652916 is enabled.
MicrosoftWindows.Client.WebExperience is still a low Version 421.20070.765.0 and that does not support the new menu.

It needs the new MicrosoftWindows.Client.WebExperience Version 421.20070.975.0 and the feature id:38652916 enabled to get the new menu.

Interesting, I've got the 421.20070.975.0 version installed on my 22623.891 build which works but also on my 22621.898 build which doesn't work. 🤷🏾‍♂️ I guess if I could get feature id:38652916 enabled with Vivetool v0.3.2 it would show but I'll probably wait a bit for now and see what happens.

Yes, they updated the Version to 421.20070.1040.0 on both Beta and R.P. and now the menu is enabled by default,
no need for the feature id:38652916 anymore, I saw that they reset it and it is no longer present. 👍😉

Why does 22623.891 have a misbehaving taskbar and systray but 22621.891 works fine?
Both builds work the same way for me. Perhaps you don't have the same experimental features enabled in the 2 systems?
Also, they keep changing the image default settings for the hidden features. 🤣🤣🤷‍♂️
What specific misbehavior are you referring to?

Why does 22623.891 have a misbehaving taskbar and systray but 22621.891 works fine?
Probably because the bug is in one of the new features, and 22621 has them turned off. From the release notes:
  • Build 22623.891= New features rolling out.
  • Build 22621.891 = New features off by default.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

That is no longer true, now they enabled some features by default also in Build 22621.

but they changed the behavior and allow rearrange even if it is disabled. 🤣🤣🤷‍♂️

This behavior, in 22623.891, where you cannot move the icons, is happening if the feature below is disabled,
but with 22621 it doesn't matter and still allows the rearrange. 🤣🤷‍♂️

When the Rearrange id is enabled in 22623.891 build, they also added this pin symbol when moving in an out of the hidden icon area. 🤣🤷‍♂️:

Explorer.exe is crashing over and over in safe mode, making safe mode effectively unusable. Task manager works though.

Yes, I get that too. This is not the first time this bug has been seen, it was in an earlier build too. Hopefully, like last time, it wiil get fixed in the next cumulative update. In the mean time Safe mode with Command prompt still works, and you can start most apps from a command prompt - not explorer though, that will still crash.

Appears to work in the insider release 22621.898

Appears to work in the insider release 22621.898
I tried that build and had the same results. I'll give it a go again and report back. I should also point out I'm running 22623 with features enabled if that matters.
