Highlights​

  • This update addresses security issues for your Windows operating system.

Improvements​

This security update includes improvements that were a part of update KB5030310 (released September 26, 2023). When you install this KB:
  • To protect against CVE-2023-44487, you should install the latest Windows update. Based on your use case, you can also set the limit of the RST_STREAMS per minute using the new registry keys in this update.

If you installed earlier updates, only the new updates contained in this package will be downloaded and installed on your device.

Windows 11 servicing stack update - 22621.2423​

This update makes quality improvements to the servicing stack, which is the component that installs Windows updates. Servicing stack updates (SSU) ensure that you have a robust and reliable servicing stack so that your devices can receive and install Microsoft updates.

Known issues in this update​

IT adminsUsing the FixedDrivesEncryptionType or SystemDrivesEncryptionType policy settings in the BitLocker configuration service provider (CSP) node in mobile device management (MDM) apps might incorrectly show a 65000 error in the "Require Device Encryption" setting for some devices in your environment. Affected environments are those with the “Enforce drive encryption type on operating system drives” or "Enforce drive encryption on fixed drives" policies set to enabled and selecting either "full encryption" or "used space only". Microsoft Intune is affected by this issue but third-party MDMs might also pe affected.

Important This issue is a reporting issue only and does not affect drive encryption or the reporting of other issues on the device, including other BitLocker issues.		To mitigate this issue in Microsoft Intune, you can set the “Enforce drive encryption type on operating system drives” or "Enforce drive encryption on fixed drives" policies to not configured.

We are working on a resolution and will provide an update in an upcoming release.
All usersWindows devices using more than one (1) monitor might experience issues with desktop icons moving unexpectedly between monitors or other icon alignment issues when attempting to use Copilot in Windows (in preview).To prevent users from encountering this issue, Copilot in Windows (in preview) might not be available on devices that have been used or are currently being used in a multimonitor configuration.

We are working on a resolution and will provide an update in an upcoming release.
All usersThird-party wallpaper apps might not work as expected when Copilot in Windows (in preview) is opened. You might see the default wallpaper or the wallpaper set in Windows instead of your custom wallpaper set in the third-party wallpaper app.This issue is addressed in KB5031455.

To prevent users from encountering this issue, Copilot in Windows (in preview) might not be available on devices that have a third-party wallpaper app installed.

If you want to remove the LCU

To remove the LCU after installing the combined SSU and LCU package, use the DISM/Remove-Package command line option with the LCU package name as the argument. You can find the package name by using this command: DISM /online /get-packages.

Running Windows Update Standalone Installer (wusa.exe) with the /uninstall switch on the combined package will not work because the combined package contains the SSU. You cannot remove the SSU from the system after installation.

Glad to see your post, I am in the Philippines and trying for hours to download this update offered by WAU, I get the same snail speed still on 2% download, changed router, server zilch. (n) After 1 hour it started downloading at full speed, not sure what caused the problem, as I switched server. Now on build 22621.2428. Dism online and SFC checked OK.

Possible. Or it could be that Microsoft is accidentally pushing an Insiders build to non Insiders. It's certainly happened before.

I have method 1 as noted in that article and you can see mine is still showing 22H2. And you can see Brink's screenshot showing that the MUC still shows those as being for Insiders only.

I just checked right now and it still shows that same info as Brink's post from this morning, and the last updated is a day after that article that Firas linked to in his topic.

So, I maintain that something ain't right.

Even if it is the information that MUC is showing, and 23H2 is indeed fully released, that is still something that ain't right.

And it is showing the same thing. The top two show Windows 11 and 22H2. The bottom two show Windows 11 Pre-release and 23H2.

This was in response to a now removed post with an image.

But:

Although this update won’t change the version number of the operating system, it includes most of the new features that were previously planned for version 23H2.

And further down, there is this:

The October 10 release makes available the update KB5031354 (build 22621.2428) as a mandatory install. This package includes all the new features and changes previously available as a preview on September 26 and security fixes. After installing the update, the version number will remain at 22H2. Once the company finishes rolling out most of the features, an enablement package will be released to turn on the remaining features and switch the version number to 23H2. The company says that this first phase of the update should be completed in November. As such, the Windows 11 23H2 may become available sometime in November or December.

So, even according to their plans (which we all know about Microsoft's plans lol), this update on machines running 22H2 should remain on 22H2. So, anyone not running an Insiders build (aka RTM) should get this update, and remain showing as 22H2 - as I did.

Furthermore, here are screenshots from my Insiders' Release Preview channel VM showing that it is actually being offered 23H2:

So RTM machines that are getting the version changed to 23H2 means something weird is going on - even if it is a matter of a package change via Vive Tool.

If some people are not using any special methods and still getting it, I wonder if that is / may be a factor - something they enabled via ViveTool that triggered WU into thinking it's time for an early gander at 23H2 on an RTM install.

Just supposition on my part, loosely based upon the article mentioning that Microsoft plans to push an enablement package after KB5031354 is fully rolled out.

If there are... I don't know what they are.

I googled: 23H2 and Vivetool

Got a lot of results... nothing works for the Public Channel though.
