Hello Windows Insiders, today we’re releasing Windows 11 Builds 22621.2500 (KB5031455) to Insiders in the Release Preview Channel on Windows 11, version 22H2.

This update includes the following features and improvements:
  • [ADDED 10/23] New! We are beginning to roll out digital handwriting (inking) in some edit boxes for Windows Ink. Also, the recognition technology is more accurate. There are gestures to delete, select, join, and split words. You can also gesture to insert a new line.
    • Note These improvements support English (U.S.) only. Broader language support is coming soon. To manage this feature, go to Settings > Bluetooth and devices > Pen and Windows Ink.

Well. the whole release process is a mess, I agree. So I went back to a rp release backup from September and here is what I got. The previous 22H2 got updated to 23621.2500 first and the 23H2 failed. Then I tried again and the 23H2 succeeded. Still a big CF if you ask me.

If I uninstall the 23H2 Enablement Package to go back to 22621.2428 and leave 'Get the latest updates...' turned on the only thing Windows Update sees as available is the 23H2 Enablement Package. But with 'Get the latest updates...' turned off it then finds and downloads KB5031455.

I have tried this about 5 times with 5 fails. I am at 22631.2428 & it seems I will stay here for awhile.

Really? It worked here.

The key thing is to disable the setting for Get the latest updates.

My steps as exactly as I can remember performing them:

  1. Check WU for updates.
  2. Disable the Get latest updates... setting.
  3. Found 23H2 enablement in History, clicked uninstall
  4. Rebooted. After reboot, made sure Get latest updates... was still disabled.
  5. Checked WU for updates, got the KB5031455 update (and a couple others). Rebooted.
  6. Checked WU for updates, and after all updates are through, if there are any more, enable the Get latest updates..., rebooted
  7. Checked WU for updates, and now the 23H2 enablement package is offered again.
This is on my VM that is on the Release Preview channel.

My problem may be that I am not in the RP, I just used the Dump? If that is the case, I am fine with it.

Probably so. This only worked on the RP channel VM, which was the only channel built that got that 23H3 enablement package automatically via WU.

I am dual booting my System One with a copy of its main install as a native boot vhdx. I switched the vhdx install to the Insider Release Preview Channel using that script. I didn't even have to sign in with a Microsoft account, I just use local accounts.

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine. As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.

    My SYSTEM EIGHT is a 2-in-1 convertible Lenovo Yoga 11e (5th gen) type 20LN, Celeron N4120, 8GB RAM, 512GB NVMe ssd, a supported device for Windows 11. Currently running Windows 11 Pro, plus Insider Dev, Beta, and Canary builds as native boot vhdx.
I have a WSA just don't want in The IP. But thanks. :thumbsup: I have access to everything that is in The RP.

I really need to do a clean install, I looked at my update history and I have all kinds of former IP Builds in BETA and RP. I wish there was a way to clean them. I found a Bat file that actually did it. (y)

22621 and 22631 are one in the same. One has locked updates the other has unlocked updates. If you update 22631 with 22621 like this update, it simply ignores them if they aren't activated or compatible.

I have no issues and no updates. but I have the same build. 🤡

    UPDATE - 11 April 2026: due to lid hinges starting to break up this laptop has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    Info for 2021-2026:
    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    My SYSTEM FOUR was a 2-in-1 convertible Lenovo Yoga 11e (1st gen) type 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device. This has now been sold. It has been replaced by my System Eight.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Dev, and Canary builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, 1920x1080 touchscreen, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine. As its new home has an existing digital licence for Pro I've been able to upgrade the migrated OS from Home to Pro.

    My SYSTEM EIGHT is a 2-in-1 convertible Lenovo Yoga 11e (5th gen) type 20LN, Celeron N4120, 8GB RAM, 512GB NVMe ssd, a supported device for Windows 11. Currently running Windows 11 Pro, plus Insider Dev, Beta, and Canary builds as native boot vhdx.
