Hello Windows Insiders, today we’re releasing Windows 11 Builds 22621.2500 (KB5031455) to Insiders in the Release Preview Channel on Windows 11, version 22H2.

This update includes the following features and improvements:
  • [ADDED 10/23] New! We are beginning to roll out digital handwriting (inking) in some edit boxes for Windows Ink. Also, the recognition technology is more accurate. There are gestures to delete, select, join, and split words. You can also gesture to insert a new line.
    • Note These improvements support English (U.S.) only. Broader language support is coming soon. To manage this feature, go to Settings > Bluetooth and devices > Pen and Windows Ink.

  • This update addresses an issue that occurs when you use Universal Print to add a printer using its location. When you browse the tree view structure, the tree nodes do not work as you expect.
  • This update addresses an issue that affects Outlook. It stops responding. This occurs when you print to an Internet Printing Protocol (IPP) printer that has a slow response time.
  • This update addresses an error that occurs when you print using v4 print drivers.
  • This update makes Country and Operator Settings Asset (COSA) profiles up to date for certain mobile operators.
  • This update addresses an issue that blocks external connections. This occurs when you set up a Kubernetes load balanced service and turn on session affinity.

This is interesting. My 23H2 Insider Release Preview build 22631.2428 does not see it offered in Windows Update.

If I uninstall the 23H2 Enablement Package to go back to 22621.2428 and leave 'Get the latest updates...' turned on the only thing Windows Update sees as available is the 23H2 Enablement Package. But with 'Get the latest updates...' turned off it then finds and downloads KB5031455.

Edit: and after successfully updating to 22621.2500 the 23H2 feature update is offered again in Windows Update.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

    My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Beta as native boot vhdx.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).

Makes no sense, as RP got the enablement package for 23H2, how come RP users are getting a 22621 update? Everyone in RP got the package?

Apparently so, since someone linked me to another thread when Brink and I were both saying 22621.2428 on RTM was 22H2 and on RP was 23H2, in another thread. I agree that it has just gotten super crazy and extremely confusing in the last week or so, and this is above and beyond their normal "I have no idea what is going on" mode lol.

Lol yeah, good point. For a second I was going to make another VM and track the differences, but I decided to just make my existing 23H2 get the 2500 + 23H3 build and be done with it.

More by accident than planning, I can easily got back to RP 22H2 and check for differences.

My RP is running on real supported hardware, but as a native boot vhdx. Before I did the 23H2/22H2/23H2 shuffle to get 23H3+2500 I made a copy of its vhdx file. It's literally a moments work to be able to boot it up.

I Installed the UUP on my clean install of 22631.2613 and all works fine. 631 or 621 to me, just the same.
